RCS has a strong management and leadership team who meets weekly to address the programmatic systematic and personnel needs of our agency.  Our agency consists of nine agency Directors, nine Program Managers and twenty-one Program Supervisors.

Dan Anderson

Chief Executive Officer
Licensed Marriage and Family Therapist

With over 25 years of experience in the mental health and social services field, Redwood Community Services’ Chief Executive Officer Dan Anderson seamlessly blends knowledge and compassion into Redwood Community Services programs. Specializing in behavioral health program development, organizational development, and operational management, Dan received his BA degree from Pacific Union College in 1976 and his MA degree from the University of San Francisco in 1995. Combining his experience with his love of the outdoors, Dan developed and implemented the Redwood Community Services Interpersonal Skills Training Center, a successful rehabilitation model. He is a current member of the California Association of Marriage and Family Therapists and is dedicated to growing the next generation of licensed professionals.

Camille Schraeder

Executive Director of Program Development & Public Policy
M.A. Psychology

With over 30 years of experience in group home and foster care services, Redwood Community Services’ Founder and Executive Director of Program Development & Public Policy, Camille Schraeder has an extensive history in community involvement and is a strong advocate for abused, neglected, and at-risk youth at the local, state, and federal levels. She is the founder and director of the Potter Valley Youth and Community Center and a member of the commission on the Policy Council on Children and Youth. Camille holds a Group Home Administrators License in the State of California and serves on the Board of the California Alliance of Children and Families and the California Council of Community Behavioral Health Agencies. She is a recipient of the 2005 CA Wellness Foundation Leadership Award and continues to inspire those around her to be leaders, advocates, and champions for change.

Carmen Harris

Program Director of TAY & Adult Services
Licensed Clinical Social Worker

With over 19 years of experience in the field of mental health, Redwood Community Services’ Program Director of TAY & Adult Services Carmen Harris has dedicated her professional career to the rehabilitation of behaviorally and emotionally disturbed clients. With a big heart and a down-to-earth presence, Carmen has a unique ability to form connections with those she serves. Often a go-to person in crisis situations, Carmen is able to utilize her connection to community, clients, and staff to mediate conflicts and offer valuable resources.

With more than 10 years of experience in the behavioral health and social services field, Redwood Community Services’ Chief Operating Officer Victoria Kelly utilizes a hands-on approach to guiding her programs towards success. Blending new ideas with agency norms, Victoria utilizes out-of-the-box and innovative thinking to create cutting edge program philosophies. Founder of the Redwood Community Services Youth Empowerment Camp and specializing in community based social service programs, Victoria is an advocate for meeting youth and families where they are at and developing program models that support family voice and choice.

Bonnie Anderson

Clinical Director

With over 25 years of experience in the field of mental health, Redwood Community Services’ Clinical Director Bonnie Anderson utilizes her strong clinical background to ensure that services provided to clients and their families are individualized, age appropriate, and geared towards success. With a tenacious spirit and an invaluable clinical perspective, Bonnie has developed agency processes and systems that focus on a consistent, high quality of care for consumers in treatment services. Bonnie is a qualified supervisor of licensed interns and specializes in assessment, diagnosis, and treatment plan development.

Sarah Livingston

Program Director of Crisis Services
B.A. Sociology

For over 15 years, Redwood Community Services’ Program Director of Crisis Services Sarah Livingston has provided invaluable support to those in need. With a background in Sociology and Criminal Justice, Sarah combines a direct approach with a compassionate heart- valuing the clients for who they are while providing resources to guide them where they want to go. While her workload focuses on crisis, her attitude is calm. Sarah is client-focused, community-oriented, and data-driven, providing collaborative services to consumers and families as well as community partners and government agencies.

Lynn Sallee

Chief Financial Officer
Accounting and Business Administration

With a career in finance spanning over 20 years, Redwood Community Services’ Chief Financial Officer Lynn Sallee brings experience, dedication, and compassion to her Finance department. Specializing in work with non-profit agencies, Lynn provides strategic analysis for our leadership team, determines project feasibility, prepares quarterly financial statements, and ensures compliance with business regulations, tax laws, insurance requirements, and industry standards.


Tawny Bailey

Program Director Lake County
M.A. Business Administration

With over 19 years of experience in social services, Redwood Community Services’ Program Director of Lake County Tawny Bailey combines her administrative expertise with her compassion for community wellness. An effective leader of innovative projects, Tawny has used her background in Public Administration to procure long-term planning grants, manage government contracts, lead community-driven coalitions, and develop programs centered on enrichment, education, and skill-building.


Pamela Hensley Lucas

Human Resources Director
Certificate in HR Management

Redwood Community Services’ Human Resources Director Pamela Lucas brings precision, collaboration, and care to her Human Resources department. Overseeing more than 275 employees as well as vetting new applications daily, Pamela has hands-on experience leading HR initiatives including policy design, compensation, performance management, recruiting, compliance reporting, HR workflow development, training and development, and benefits administration and provides information in a timely basis to others who need to act on it. Supporting her team and encouraging those around her, Anna is an essential piece of successful programmatic function.
